Ministry of Agriculture of P. R. China



The Ministry of Agriculture (MoA) is a competent administrative department directly under the State Council responsible for agriculture and rural economic development. The main responsibilities of MoA are as follows:

  • Studying and drawing up the development strategies and long-term development plans for agriculture and rural economy, and organizing/implementing such strategies and plans upon approval;
  • Drawing up the agricultural development plans and supervising their implementation;
  • Studying and formulating agricultural industrial policies, various guidelines and policies related to the agricultural industrialization, as well as plans for the construction and development of bulk agricultural commodities;
  • Forecasting and releasing agricultural economic information about various agricultural industrial products and supply-demand information regarding the means of agricultural production;
  • Organizing and drafting the laws and regulations for all agro-industries including planting, animal husbandry, fishery and township enterprises, etc.Organizing work related to the regionalization of agricultural resources, ecological agriculture and the sustainable development of agriculture;
  • Drawing up various technical specifications for agricultural industries;
  • Dealing with the inter-governmental foreign affairs involving agriculture, and guiding relevant social institutions to contribute to the agricultural economic development.

 

The MoA's Project Management Office is subordinate to the Center for Energy and Environmental Protection Technology Development of MoA; it is established for the purpose of communicating with the main stakeholders, i.e. MOFCOM, MoA and the German project execution body – GTZ, as well as undertaking such functions as the project management and coordination, achievement promotion and extension, etc. The Center is affiliated to Chinese Academy of Agricultural Engineering (CAAE) and the Department of Science, Technology and Education of MoA. It is mainly focusing on macro policy research on rural energy resources and agro-ecological environment; the research, development and extension of energy conservation and new energy technologies & equipment; formulation of relevant national and industrial standards; technical guidance to and management on key rural energy and environmental protection projects; research and extension of new technologies related to agro-ecological protection; international cooperation and exchanges in the fields of rural energy and rural environmental protection. In the meantime, it also undertakes to manage the Guidance Stations for the Evaluation of Rural Energy Vocational Skills.
